Simply put
When the contract ends and the employee decides to leave, the business issues the final exit visa. Before that, make sure his entitlements were paid and his custodies and advances were settled.
Order the steps: end the contract, then the final settlement and its signing, then stop the GOSI registration, then the visa.
Example
A non-Saudi accountant ended his contract with a trading business. The business paid him his benefit and leave pay and deducted a remaining advance in the final settlement, then issued his final exit visa.
